@dohder Yes you can file a final tax return. It's actually quite easy with etax, you can even just upload XML files (that Rakuten, Furusato-Choixe, etc) make available. My partner only has FN and employee income and it takes five minutes.

@rogueebear Furusato nozei done in 2021 reduces your 2021 residence tax bill, which is billed in arrears. I don't think there is a problem unless you depart Dec 31st and then start doing it for tax year 2022.

@brokenroad While you don't pay residence tax in 2022, you can do Furusato-nozei in 2022 for the residence tax you will be paying in 2023.

@kristhuy Unfortunately, I can confirm this happened with my very first year doing Furusato Nozei, before COVID, in one of the 23-ku.
