Do foreign tax credits count towards social security and Medicare?

I have been living and working abroad in China for a few years. I recently decided to switch from Foreign Earned Income Exclusion (FEIE) to the Foreign tax credit (FTC) system so I could invest in a tax advantaged account. Will the tax credits I earn count with FTC towards social security and Medicare as well?
