Rental Car Insurance for 19 y/o

I‘m trying to get a car Insurance for a Tesla model 3 LR. Somehow I can’t find an insurance provider which has a high enough limit and covers me as a 19 y/o. All insurances either have a too low limits or are not for under 21. Does anyone know where I could get the right insurance?
