Who files the claim?

Ok insurance pros, let me get some input from you all. This is sort of a unique scenario that recently happened.
HVAC company is subbed out by a GC to install a very big walk in cooler at a local community food bank. It’s attached to the exterior of the metal building. The HVAC company has materials arrive and takes a full day to install the wall panels and have roughly in its final place (plus or minus a foot either way) awaiting the electrical contractor to do his part and the GC to place in its permanent site. HVAC company is done with the walls and leaves for the day and awaits word from the GC on when to come back and finish the door & roof panels. 2 days later a tornado comes through and knocks the $18 cooler down demolishing the panels.
Who files the claim? Does the HVAC company’s liability cover or?

Is this on the GC’s builders risk?
Is this on the property owners commercial
Insurance as a wind claim?

Curious to see the thoughts.
