Which Plan is better?

I got a new job and am looking at my employers benefits plan. They offer 2 plans through cigna. One is a High Deductible Base Plan and the other is Buy Up Plan. I also live and work in NY so not sure if that matters much.

For some background I'm a 29 years old and have no medical issues at the moment (knock on wood) and am healthy. I keep up with my physicals etc. Not sure if the $250 for the Buy up is worth it?

High Deductible Base Plan $108 a month

4000 Deductible
HRA Pays first $2000

Coinsurance: 100% /0%

Out of pocket max: $7000

Preventive care: 100% covered

Office / specialist: 0% after Deductible

Inpatient/outpatient: 0% after Deductible

Labs/xrays/diagnostics: 0% after Deductible

Urgent care/ emergency room: 0% after Deductible

Prescription: in network Deductible then 10/40/75

Buy-Up $250 a month

$3000 Deductible
NO HRA

Coinsurance: 100% /0%

Out of pocket max: $5000

Preventive care: 100% covered

Office / specialist: $30 / $50 copay

Inpatient/outpatient: 0% after Deductible

Labs/xrays: office: $30 /$50 copay lab or facility no charge

Diagnostics: no charge

Urgent care: $100

Emergency room: 0% after Deductible

Prescription: 10/40/75
 
@kab00m I would do the non buy up as if you take the 7k OOP max - 2000$ HRA that makes it comparable to the buy up plan and way cheeper
 
@jc42 That's what I was thinking too, having the HRA is nice. It's a big jump so I wasn't sure it's worth it. Also figure I can take extra I'm saving and dump it in my 401k
