Roof Sheathing - code enforcement letter?

Hi All, we recently had our roof replaced due to hail damage, which was fully covered by insurance. We do have code upgrades covered in our policy (and had a small code upgrade applied without issue during our initial estimate/payout). During the replacement, our roofer had to replace all of the sheathing due to it being only 3/8 inches and without H clips. Our insurance company (Travelers) is claiming the roofer could’ve placed another layer of 3/8 on top of the current 3/8 to bring it to code (ignoring the lack of H clips), or we need a “code enforcement letter” specific to our property citing the code that states sheathing requirements before reimbursing us. The issue is, our city and county both follow the 2018/2021 ICC codes, per their official websites. Our roofer has provided the details showing the same, but Travelers insists in this letter. Is this typical for insurance companies to require this property specific letter? I believe sheathing requirements are clearly listed in 2304.8(3).
