Question about travel insurance

I am planning to spend a year abroad travelling. I am looking into buying travel insurance for this period, but every insurer makes you affirm I will be covered by a government health insurance plan in my province for the entire duration of my trip, why is this?

Is there a way for a Canadian without provincial insurance to buy travel insurance?

@mattburns It's because they will want to reapatriate you in critical cases to keep costs down. If you're only leaving for 1 year, you GHIP shouldn't expire unless you also left for a long period of time the year before.
