Ontario Canada 3 drivers with 3 cars

So each driver has to be a primary driver is what I’m told. If I bring 1 vehicle to another company do I have to declare the other 2 vehicles and could I have the other 2 drivers as occasional? Trying to save a few bucks. Thx
