need advice on career in civil site work

hi, im jobless for 2 month after my last company shut down due to no project. for 8 year experience in site work (30% rc work, 70% geotechnical work) i have receive an offer from local company to work as site manager. they offer me with 5.5k ringgit salary which obviously much lower than my last salary, offer letter state as site engineer which confusing. the reason is because the director said i dont have experience as manager with this new field (roadwork) and thats y the offered salary is on that level. but will work as site manager and doing manager scope of work. im not sure to join in and if to can somebody advice on how to negotiate more or how to filter good employer..
 
@seekerofhope why so fishy this company,

You aren't entitled for "Manager" title because lack of experience.

But,

You'll be working as a manager

You're offered lower salary because you aren't a manager and just a site engineer

but

You'll be doing manager jobs.

nope, nehi, fishy company. If you want to join, only do what your JD for site engineer are. Don't do anything more than that.
