Homeowners insurance check made out to owners and city

A couple of years ago my house caught on fire and I received 2 checks from my insurance for total loss. 125k made out to me and my public adjuster and 25k made out to me the adjuster and the city of Chicago. I sold that house and the new owner is rehabbing it but has yet to finish after 4 years. Can I cash the check without the city of Chicago endorsing it? Or how can I get them to sign it if the house has yet to be fully rehabbed ?
 
@jazzgirl50 You have a PA so you should ask them tbh

Pretty sure your state is a “fire withholding state” a % of the loss has the county endorsed on it. This is held in escrow till the demo / rehab is done and is then released.

P sure this is created when people burn their houses down , take the insurance check and leave. States got mad at all the abandonment of houses and no clean up. They made a law that part of the money is held until the clean up or rehab is completed.

Call your PA and have him figure it out or call the county that’s on the check
