Health insurance for travelling mother

I am currently living in Canada and my mother is coming to visit in two weeks from another country (she will be staying for 15 days). I have recently turned a permanent resident but she would be coming here on a visitor visa and thus has no health coverage.

Unfortunately, she has a number of pre-existing health conditions (receiving stenting surgery to correct heart blockages, taking medication for diabetes, and receiving radiotherapy for breast cancer) that make her ineligible from some health insurance plans offered by big banks.

I am wondering if any of you have been in a similar situation and am looking for suggestions on how to buy health insurance for her. Thanks!
