If you have collision, file with your insurance. If not, you will likely need to pay out of pocket. You can try to get a settlement from DOT, they might pay to get you to release all liability. Otherwise, find out the insurance of the thief and file with theirs, expect delays.
@peterbrent Sue the company for lack of security on the tow truck that caused it to get stolen it. If you get a lawyer he’ll know how to sue accordingly. The thief won’t have nowhere near to cover you , specially in jail.
