Does expense ratio really matter?

I always used to look at expense ratio as one of imp measures apart from returns and ratings but am now wondering does it even matter to look at it if the returns are higher , whenever is expense ratio it doesn't matter as the past performance is already including the deduction of expenses ratio.

Tldr
Fund with higher return would make be more money ,

If mf a has 20% return with 1.8 % expense ratio
And mf b has 19% return with 0.2 % exp. ratio
The return number here is number you see when see past performance of a fund..
Is mf a better choice? (Just purely on return not taking any other things)
