Car Totaled. Adjuster low-balling?

Hi all,

My spouse recently had their car totaled in an accident in which the other party is entirely at fault. The car in question is a 1994 Volvo 940 Turbo Wagon, with $13k with 50% more mileage:

(I have no experience with older cars, so this honestly seems high to me personally)

However, the adjuster is offering $3250, based on "calling Volvo dealerships in the Northwestern part of the state". I've read that the adjuster is supposed to go off of the "Actual Cash Value" of the car, and not the Kelley Blue Book value. Since the KBB value of this car is roughly $4k, I believe that is what the dealerships are going off of (we've had people offer us more on the roadside).

Also, there are *barely comparable*, lower tier models (non-940, non-turbo, non-wagon), with many times more miles and worse condition going for similar prices:


Is our assessment of this price correct? Are we being too unreasonable? This is our first time dealing with a totaled car, so any help would be very much appreciated, thank you!
 
@reddreads I have a feeling that $13K is an enthusiast/collector price for this car. Not the ACV. The comps you listed were for two online sales from what I gather are enthusiast website.

At the end of the day, this is a 30 year old car. I think you should be ecstatic that you’re getting $3 grand out of it…
