Banking - US Expats in the Philippines

My wife (Philippine-born US citizen) is taking her mother (Philippine citizen in US on a Green Card) back to the Philippines for care in a nursing home. Mother has dementia, that is getting worse, and needs care that we can no longer provide.

She has a pension from her husband's US Navy retirement, gets his Social Security, and will now be getting a small survivor's benefit from the Veteran's Administration.

My wife is the fiduciary for her mother in accordance with the VA rules.

What we need is a bank where my wife can pay the nursing home, hopefully via their Bill Payer service, with the funds that her mother receives. She currently uses Navy Federal, but the VA told us to use a separate account and keep an accounting of expenditures.

What bank(s), whether US or Philippine, can we use to make the payments as easily as possible?

I looked thru their site and, while it looks like a manual process each time, it should still work, if we can't find anything more automated
