@dove44 I am not sure if breaking the "turn over date promise" is a violation. I know some developer contracts specifically states that they are not penalized if they go past their "promised turn over date". As long as the development/construction is ongoing they are not breaking anything. But...

@dove44 As far as I know. Yung turnover date is just a promise that can be broken by the developer. I am not sure if there are circulars that states how long can be a delay in the turnover to be classified as a violation of the contract.
